Dubai Compliance Manager

Gets a Dubai project ready for the authorities without leaving Revit. It checks your model against the Dubai Building Code and against Dubai Municipality's BIM e-submission requirements, fixes what can be fixed safely, and exports a submission-ready IFC — with an evidence report for every run.

The plugin keeps its two jobs on two separate pages, so a building-code review is never mixed up with a BIM delivery check:

  1. Building Code Requirements — checks the open model against clause-linked rules from the Dubai Building Code (2021 edition): room sizes and heights, corridor and door widths, stair geometry, accessibility, parking and accessible-space counts, the envelope window-to-wall ratio, and dedicated villa rules.
  2. BIM Submission — walks the model through the Dubai Municipality BIM standard for the 2026 e-submission mandate: file naming, shared coordinates, level naming, rooms, official attributes and usage codes, Building Card readiness, controlled fixes to the model, and a gated IFC export with an immediate quality audit.

How to use

  1. Open the plugin with your Dubai project open — it reads the model and fills in what it can about the project on its own.
  2. Complete the project profile: building type, occupancy, permit stage, floor count, built-up area, and the project, building and parcel numbers from your permit application.
  3. Pick a page at the top: Building Code Requirements or BIM Submission.
  4. On the Building Code page, click Check Building Code. Every finding names the code clause behind it; select a finding to zoom straight to the element in Revit.
  5. On the BIM Submission page, click Run BIM preflight to see exactly what the e-submission rules still need from your model.
  6. Tick the fixes you want under Rectify the Revit source model — install the official Dubai parameters, fill in derivable project data, prepare rooms for export, create the DM_BIM_E_SUBMISSION view — and apply them in one step (one undo in Revit).
  7. Re-run the preflight. Once no checks fail, Export and validate IFC unlocks: it exports the official IFC4 Reference View in metres and audits the exported file straight away.
  8. Use Evidence pack on any set of results to save a dated report — files you can open in a browser or a spreadsheet — for your project record. The report folder opens automatically.

Good to know

  • The reference data is bundled. The checks are based on published Dubai Municipality material — the Dubai Building Code 2021, the Dubai BIM Standard 1.4 with its appendices and usage codes, and the official Revit submission resources (shared parameters, property sets, category mapping, export setup and the IDS file). Everything is packaged and active by default; there is nothing to upload or configure before your first check.
  • Swap a resource when a project demands it. Each submission resource shows its active file, with Select other file and Use packaged default controls, and Reset all defaults puts everything back in one click.
  • It knows the 2026 mandate. The BIM page flags when Circular 9-1-3 applies — new buildings of more than 12 floors above ground or at least 15,000 m² of built-up area, plus the listed major alterations — which require separate architectural and structural BIM submissions.
  • The export is gated on purpose. IFC export stays locked until the BIM preflight has no failed checks, so a non-compliant file never leaves by accident. Fixes are always made in the Revit model and re-exported; the exported file itself is never hand-edited.
  • You can audit files from elsewhere. Select one or more existing IFC files to run the same quality audit on them without changing them.
  • Fixes are conservative. The rectifier only writes values that can be derived safely. It never invents usage codes, unit grouping, survey coordinates, area schedules or fire-strategy decisions, and renaming non-standard levels stays off unless you switch it on.
  • A pre-check, not an approval. This plugin is an independent tool; it is not affiliated with or endorsed by Dubai Municipality. Passing its checks prepares your submission, but some items — fire and life-safety strategy, accessible-route continuity, setbacks and plot conditions, and the authority's own platform reviews — remain manual, and final code compliance and authority approval stay your responsibility.
